Tipner West, Portsmouth



This ambitious development, that will include land reclamation, will seize a unique opportunity to provide 1 million square feet of marine employment land and around 4,000 homes. Tipner West will see the emergence of a new and sustainable community at the gateway of the city. This will be supported by bespoke community, retail and leisure facilities.

A car-free development will promote a healthier, safer and greener way of living, and will connect people to their natural environment by focusing on more walkable spaces without kerbs. An over water bridge will allow buses, cyclists and pedestrians access between Tipner West and Horsea Island East, the new country park, Port Solent and beyond.

It will also allow cars to access the business space created in Horsea Island. Cars won’t be able to go across the country park to Port Solent – only buses will be able to do this. Development to Horsea Island will provide marine employment land use.

The development will create:

  • Around 4,000 homes
  • 1 million square feet marine employment
  • 140 acres of land
  • 2,250 metres of waterfront
  • Over water connecting bridge

Design proposals:

Tipner West proposals are based upon sustainability, with health and wellbeing at the core. It is being designed to bring about a socially-sustainable development to create a high quality and healthy living environment free of cars. Future residents will benefit from cleaner air, less noise, a healthy environment, low-carbon living and a continuous relationship with the natural environment – these outcomes will minimise the impacts on climate change and sea-level rise.

Access to community facilities and the city centre will be available from public transport connections. This will help further reduce carbon emissions and pollution. The development of Tipner West will see over 200,000 square metres of green space and around 2,250m of accessible waterfront. The raised podium deck, accessible by vehicles, will also be home to a centralised hub for smart waste management, recycling and sustainable energy solutions.

The concept plan for Tipner West offers a unique opportunity to meet the growing needs of the marine industry sector, integrated into a new community that is responding to the climate emergency.
